Of Bard we know he got off one lucky (more likely divinely guided) shot with an arrow that may have been enchanted; Of Legolas we know (from the movie) that he was consistently an exceptional ranger. However, his very presence with the party could be called divine intervention, and his bow and his arrows were at least of the +2 variety... Bard seems a natural Yoeman -- he is called "the Bowman after all -- but we really don't see him in action as much as Legolas. Of course he hasn't had as much time to practice at being a ranger as Legolas either... and Bard had but one, possibly enchanted arrow that likely remains in Smaug's breast at the bottom of the Long Lake. hmmm I'd still have to give it to Legolas based on the evidence, and the items and forces he was able to tap.
