It was probably CGI. There's nothing in the Hobbit chronicles book that might indicate they made it. As I've understood, the people at WETA prefer to make a physical model as a concept of every item and creature they then convert to CGI and work out the rest from there. That ofcorse doesn't necessarily mean that they made an entire kite, let alone a working one; they may have just made the flat surfaces without attaching them together, or something.
