I think that in the film Raddy was able to drive off the Witch-King as he wasn't in a bodily form so to speak. Had the Witch-King been cloaked and in his stronger physical form, then he would have bested Radagast: in the Extended Edition of RotK he bests Gandalf the White without breaking a sweat so Radagast wouldn't have stood a chance. In the books, I think that the Wizards being Maiar would have been a "match" for the Witch-King, even if they couldn't actually kill him, though if Sauron was near the duel would be a lot more interesting.
