the fact that the Eagles appear for only two reasons, either in LOTR or the Hobbit. 1. They come to help Gandalf, who healed the Lord of the Eagles of an arrow wound some time prior to the events of The Hobbit. 2. They come to battle a gathering of orcs/goblins, who are their particular enemies. Other than that, they seem to take no interest in the concerns of other races. So the short answer might be that Gandalf was the only one who had even a chance of getting them to do it and he didn't think it was a good idea.
