If orcs do look like (very nasty) soldiers, Sauron is no Sadam Hussein. It is impossible for a human dictator to assure full control of every of his soldiers, because he doesn't fully know and understand each of them. But orcs are evil beings, and as long as they will be, Sauron will always be one step ahead of them, and they will have no freedom, even if they think they have, because their mean little minds are no match for Sauron. He controls them absolutely. Only a spirit that do not search for power and domination, like Gandalf's one, can undo Sauron's plan, because Sauron can control people who think like him, but in a lesser way. That's the whole point of Frodo's mission : Sauron cannot imagine that his ennemy could have his weapon without using it, preferring to destroy it. Orcs are not able to make those plans, and an orc taking the ring for himself will undoubtedly participate in Sauron's plans, even if he think he is rebelling by free will.
