I go with Sauron attempting to give himself a physical body through 'dark arts' hence his reputation. He only manages an 'eye' in the LOTR books.

Sounds a bit like some other book / movie franchise hitting the screens about now but everyone has taken ideas from JRRT's work these last fifty years.
