In the book "Lord of the Rings" Tolkien meticulously plotted out the time-lines.

The Novel is told in segments and not sequentially. Two or more things are happening at the same time at different locations and Tolkien chose to interlace these various time/plot lines and uses this process to support the dramatic telling of the story. There is nothing wrong with what Tolkien did but his structure would have been very difficult to translate to film. Peter chose to create a different plot/time line structure to make his job of making his films easier. I can not see how this can be construed as Peter correcting Tolkien's mistake. But you may prefer PJ's way better but it has has a lot more logical problems than Tolkien's original did.
