To wit, that ADC may feel that 90% of the value of their book lay in the 10% they are not allowed to use; that it has therefore become a losing prosition, from a financial standpoint, to go forward with the book. I'm not sure I would agree with this calculus, but it seems to be the best explanation for the facts we have. There could, of course, be facts we do not have which might alter the story. Not that any of this is really any our business.
