Bilbo was traveling with Dwarves, and spent some time in Laketown. I can easily believe that the Dwarves and Men of Laketown were quite mercenary. We can also assume that the Elves paid cash for all those barrels of wine, although they could have bartered other objects for it. In any case, the patronage of Great Lords in LotR, as you note, makes all the difference. So I don't see any particular inconsistency in the fact that money was more explicitly discussed in The Hobbit than in LotR.
