Sorry, could not resist... Been lurking through this discussion -- very interesting comments, thanks all! The only thing I can add (other than a lame wing-joke) is a dim memory from leading the Unfinished Tales discussion of The Hunt for the Ring chapter a few years back...the more I worked on presenting that chapter, the more I realized how convoluted Tolkien's thinking got as he tried to come up with logical, rationale explanations and background details for how things played out with the Nazgul as they pursue the hobbits from the Shire to Rivendell. Christopher Tolkien was surely ready to pull his hair out as he tried to pull this chapter together in some kind of coherent format while following Tolkien's continual rethinking of things to make all the puzzle pieces fit. My conclusion after dissecting it all was that the Nazgul and their actions are better left mysterious and unexplained -- definitely a case of less is more...
