I can't see that she does. The only person that appears to 'dance with' Frodo is this lady who dances 'near' him.
There is one shot where couple swings and all do a grand chain (moving from one person to the next in a circle, Gents one direction... ladies the other...). In this shot, Frodo is swinging someone and then moves onto and past the next lady who is Rosie. But he doesn't stop with to dance with Rosie. And it's impossible to see who Frodo is swinging so I don't think this is the scene in question.
