I think it is meant to remind us that Theoden is still unsure what to think of Aragorn, especially after their disagreement. But he also sees that Eowyn seems taken with him which bears weight with him as he knows Eowyn isn't easily impressed. So he's studying him. He knows who Aragorn is and that as the rightful heir to the throne of Gondor, he, Theoden, must respect him. However, as a loving uncle, he wants to protect Eowyn from heartbreak...or not. Anyway, hooray for the return of SCOD!
