Well, technically

Legolas rarely misses, I'd have to give the contest to him in combat. He has better sight and reflexes. In a straight off shooting match I think he still wins. However, at the time of TH, he hasn't killed 42 orcs yet at Helms Deep or shot six in quick succession helping Aragorn in the movie.

Bard is certainly good, though. He made his last shot at Smaug really count, perhaps aided by a well-made arrow. That beats a measely oliphaunt and like 20 guys by a long shot. No pun intended.

Hmmm

Of Bard we know he got off one lucky (more likely divinely guided) shot with an arrow that may have been enchanted;

Of Legolas we know (from the movie) that he was consistently an exceptional ranger. However, his very presence with the party could be called divine intervention, and his bow and his arrows were at least of the +2 variety...

Bard seems a natural Yoeman -- he is called "the Bowman after all -- but we really don't see him in action as much as Legolas. Of course he hasn't had as much time to practice at being a ranger as Legolas either... and Bard had but one, possibly enchanted arrow that likely remains in Smaug's breast at the bottom of the Long Lake.

hmmm I'd still have to give it to Legolas based on the evidence, and the items and forces he was able to tap.

Bard's Arrow

So who thinks it's enchanted or has some magical powers and that this is another "not -in -the- book- you know" sidebar PJ will insert into the story? After all Bard's dad had this particular black arrow and Bard always recovers it after he uses it, so it must be something special.

Kili!

:P. Nah actually I don't know. It's a good question. We may just find out in the BOFA, but I would guess Legolas just because he is an elf.

"I have found it is in the small things, everyday deeds of ordinary folk, that keep the darkness at bay. Simple acts of kindness and love. Why Bilbo Baggins? Perhaps it is because I am afraid, and he gives me courage." - Gandalf the Grey.

"Do not be afraid Mithrandir. You are not alone. If ever you should need my help, I will come." -Lady Galadriel.

I would say...

...Legolas. Bard is good, no doubt, but as an elf Legolas would have the advantage of better eye-sight, better reflexes, not to mention at least a few hundred years more of experience. As for Bard shooting Smaug, it was a combination of knowing where to aim, a perfect arrow, the right timing and luck (or perhaps a touch of fate or magic - who knows?).

Besides, of Bard we know only that one shot, really. Legolas has shown himself as very consistent in his aim, even in difficult circumstances. So, in a straight-up contest, I'd say that Legolas has the edge over Bard. But then again, everyone can get lucky - even I have managed to hit the bullseye once or twice, and I'm not an archer.

i have a hypothesis I have been toying with for over a year or so....

that Bard in his childhood may have received archery instruction from Legolas. And therefore during the events of these movies they will have already known each other a long time. Just a wild, unsubstantiated guess.

If it turns out that way, that would help explain why Bard will be able to make that highly improbable shot that the plot requires of him.

BTW in answer to the OP: Legolas. That is based on what we have seen of him in the movies so far, what we know of Elves from the movies and books, and what we know of the story. If Bard turns out to be the better or more seasoned, accomplished archer somehow, that would be quite jarring to me. If they turn out to be "equally" good by the time of the next couple of movies, that might be ok but only if Bard learned it from the Elves, preferrably from Leggy himself. Hence my hypothesis.

That is a very interesting theory!

I love it!

I'm constantly amazed at the imagination of the posters/commenters here. Really, the extraordinary ideas that y'all come up with!
