Though maybe that piece of info is from Unfinished Tales rather than the LOTR appendices? If they follow Tolkien, Saruman was a good man (well, wizard) at the time of the last White Council meetings but the Ring was definitely on his mind.

It would have been more impressive and plausible for Elrond to have simply said "for 900 years we have had peace, a watchful peace" which would still have been as accurate ( any dark deeds commited after 2063 mainly happened IN the 400 years the film is claiming, NOT in the 500 years before that, and such monumental victories for evil as The Moria Balrog arising and exiling the Dwarves from Khazad-Dum and The Nazgul taking Minas Ithil happened more than two centuries before The Watchful Peace began), and would at least have included the actual timespan of The Watchful Peace. "Hear me, hounds of Sauron, Gandalf is here! Fly if you value your foul skins, I will shrivel you from tail to snout if you step within this circle!"
