Considering the author...

Tolkien being not at all "hippy dippy", he meant tobacco (he said so in the Prologue to LOTR) and normal edible mushrooms, both of which he and many other quite non-dippy people enjoy.

Those of a hippy persuasion chose to interpret it to suit themselves in spite of evidence to the contrary, and some see PJ's slightly ambiguous portrayal as a deliberate nod in their direction.

In the end, I suppose people hear and see what they want to.

Yup

They probably spell words phonetically with a single letter and numbers under their condition too.

Ambiguous

I understand that Mr. PJ had Dominic Monaghan and Billy Boyd as Merry and Pippin do some far less ambiguous takes as well.

Tolkien - no, Jackson - yes (in one sense only)

Jackson certainly had fun with the "pipeweed" references as we all did back in the day ("I was there, Gandalf, three thousand - well, forty-some-odd, years ago!") but Tolkien and his Hobbits were too old-fashioned and traditional to embrace a "countercultural" lifestyle. We (and I think I can say "we") liked the sense of community, of valuing "good food and merry cheer over hoarded gold", of living in closer harmony with the natural world that Tolkien espoused.

Yes
