I replied to Otaku above about that - best I can tell, Thranduil may be Eldar but Silvan Elves aren't.

Well, Thranduil and Legolas were Sindar Elves; the Sindar are Eldar although most stopped on the way to the Undying Lands. I already posted how at least some of the Wood-elves could be counted among the Eldar if they were of the Nandor. You are right, though, according to Appendix F that most were not:

The Elves far back in the Elder Days became divided into two main branches: the West-elves (the Eldar) and the East-elves. Of the latter kind were most of the elven-folk of Mirkwood and Lórien...

So it appears that at least some of the Avari eventually wandered west, just not as part of the Great Journey.
