Generally no, although recently one or two schools have proposed taking ownership of work developed by teachers and students for school. (From course syllabi to first grade fingerpainting.) Of course the ring is more technology than art. Again speaking generally, colleges and universities allow professors and students to retain ownership of their inventions unless faculty or staff involvement is substantial, the work is part of a larger school project, or the use of school facilities, equipment, etc. is substantially in excess of what is normal for educational purposes.
