Old comments of Peter's are worth keeping in mind

with regards to smaller roles like Galadriel and, quite possibly, Arwen. First, in 2006 when talking about The Hobbit, already conceptualized as two films of which the second will function largely as a bridge film:

Elves have lived for centuries. Part of the attraction would be working with old friends. I wouldn't want to do it unless we could keep a continuity of cast. I have zero interest in directing a Gandalf who wasn't Ian McKellen for instance.


In 2008, with Guillermo del Toro, again talking of two films of which the second is primarily a bridge:

Peter Jackson: Like Guillermo says, apart from extreme circumstances, we would never recast a character who appeared in the LOTR trilogy.


In 2009, while discussing an earlier interview in which Viggo - who was perfectly game to reprise Aragorn - talked about hearing they were looking for other actors:

I remember reading in your interview with Viggo was that he said he'd hate for somebody else to be cast as Aragorn, and we would never do that to Viggo. If we wanted Aragorn to play a role in these films, it would be Viggo playing it, or we'd just write the character out and make him somebody else. There's no way that we'd ever recast anybody that we'd used in the trilogy.

So yeah, they'd probably prefer to write around Galadriel and probably also Arwen, rather than recast.
