is far too intelligent, thoughtful, well read, and aware--through BIlbo's teaching--of the world at large and other cultures, to have slogged his way to Mordor out of a simple sense of duty to the powers that be to complete the task without any real motivation from the actual reason for it. Whether or not the initial impetus that started before, with BIlbo's finding the ring and then having it transferred to Frodo in the Shire, was accidental, and/or fate-driven, he reluctantly but freely chose the mission himself, personally convinced by both Gandalf and the council of Elrond that to defeat Sauron was an absolute necessity. He was not a servant of Gandalf or Elrond or anyone in particular, and so did not have the duty of obedience without the necessity of a known reason that a servant or a soldier would have.
