I've always assumed it was the dwarves; but I wonder if they were also available for the fireworks Bilbo remembers as a youngster? My second choice would be Saruman as he had experience with powder (ref: Fire of Orthanc at Helm's Deep) and he would have been available for both eras of entertaining the hobbits. Gandalf and he were on good terms and it would be an opportunity for Saruman to play on Gandalf's trust.

We know that Gandalf and Thorin had never met before March of 2941 (Third Age), however there were other Dwarves dwelling in the Blue Mountains besides the Longbeards. Gandalf could have been allowed to use a workshop belonging to either the Broadbeams or the Firebeards who remained in the southern range of the Ered Luin. Of course, Saruman remains another strong possibility. Gandalf's knowledge of pyrotechnics might have even come from the White Wizard.
