It ISN'T "just Numenor"

Its most likely that Amazon is NOT telling Akallabeth: its telling Of the Rings of Power, which is an Elf-centric story rather than a Numenor-centric story. Just because Numenor is there on the map doesn't mean its the focus of the show.

The story also doesn't much concern the Southrons or Easterlings, but it does have subplots to do with Numenor (queen Tar Telperien doesn't want to intervene and aid the Elves, Minastir does) and Numenore's Middle-Earth port at Lond Daer, embroiled in guerrilla warfare with the native Gwathuirim.

Its possible Amazon intends to reimagine some of these characters as non-Caucasians. In fact, the role of "Asta", which seems to be the role of Tar Telperien, is specifically for a "diverse woman."

Of course, Numenore isn't described like this in Tolkien's writings, but it being located relatively close to the equator is convenient-enough of a ploy for this. So long as the island's entire aesthetic - from shooting location to set design and costumes - is given an "exotic" tinge - akin to Egyptian or Persian empires of old - it could work.
