Did Aragorn read Gollum his Miranda rights after apprehending him?

Was there a detailed plan that should Gollum be found his destination would be Thranduil? When was that plan hatched? Did Gandalf and Aragorn operate on their own and Gollum was just presented to Thranduil out of the blue? Why not take him to Elrond? Thranduil did have a more secure prison setting.

Maybe all of this is spelled out in the text but I have not re-read it.
